الملخص

فكرة البحث: تتمحور فكرة البحث حول التواجد العسكري التركي في الشرق الأوسط، والتحول الجذري في العقيدة الأمنية من التركية من "تصفير المشكلات والقوة الناعمة" الى عقيدة " الدفاع المتقدم" وتحري أبعاد تحول هذ التواجد من المهام الدولية الجماعية الى التواجد الفردي بعد عام 2011 في ظل المتغيرات الجيوسياسية.


الهدف: يهدف البحث الى تتبع خارطة انتشار القواعد العسكرية في الشرق الأوسط وتحليل دوافعها الاستراتيجية، وأثر هذا التواجد العسكري على توازن القوة الإقليمية في المنطقة عموما وفي الدول المضيفة بصورة خاصة.


المنهجية: اعتماد البحث على المنهج الوصفي التحليلي لفهم العقيدة الأمنية التركية، ولتحليل مُآلات التواجد العسكري التركي على بيانات رسمية لوزارة الخارجية التركية وتقارير استراتيجية.


النتائج: توصل البحث الى أن عسكرة السياسة الخارجية مكنت تركيا من موازنة القوى الإقليمية (إيران وروسيا) وحماية أمنها القومي على حدودها مع سوريا والعراق، لكنها فرضت عليها كلفا سياسية وعزلة إقليمية، فضلا عن انها تجاوزت الهاجس الأمني ليصبح أداة لتحقيق اهداف استراتيجية أكبر للسياسة الخارجية التركية تتمثل في السيطرة على البحار المهمة وتأمين امدادات الطاقة.


الخلاصة: خلص البحث الى أن عسكرة السياسة الخارجية لتركيا رغم تحقيقه كاسب مكاسب جيوسياسية وضع تركيا امام تحدي الكلفة الاقتصادية الباهظة والعزلة الإقليمية، كما يوجب ضرورة وجود تنسيق عربي موحد لمواجهة تداعيات هذا التواجد على سيادة الدول المضيفة لهذه التواجد.
