توظيف شركات الاتصالات في الصراعات الدولية المعاصرة: شركة سبيس إكس أنموذجاً

الملخص

فكرة البحث: تعد شركة سبيس إكس أحد العوامل الاساسية المساهمة في تقويض الأمن الدولي السيبراني في خضم الصراعات الدولية المعاصرة، ليس لآنها تمتلك خدمة انترنت فضاء دولي، بل لكونها تؤثر على البنية السيادية للدول، كما وأسهمت في تشكيل مفاهيم القوة والسيادة والحروب الرقمية، فضلاً عن أنها أسهمت في تعميق مستوى المعضلة الامنية ما بين الاستخدام المدني والعسكري الذي يُشرعن للدول وضع الاقمار الاصطناعية كأهداف عسكرية مؤكدة، فاتحةً المجال أمام حروباً سيبرانية يتحكم فيها الفواعل الدوليين كلٌ حسب إمكانياته.


الهدف: سعى البحث الى الكشف عن معضلة الامن السيبراني المرتبطة بشبكة المعلومات الدولية، وكيفية تمكن شركة سبيس إكس أن تكون فاعلاً دولياً مؤثراً، وسعى الى استشراف مستقبل الصراعات الدولية في ظل تطور القدرات التكنولوجية للكيانات الرديفة للدولة.


المنهجية: اعتمد البحث في تحقيق ذلك على منهجين متكاملين، المنهج الوصفي من خلال وصف الفواعل من غير الدول ومقاربة ذلك مع شركة سبيس إكس، ومنهج التحليل النظمي الذي ركز على المدخلات والمخرجات وطريقة التفاعل فيما بينها.


النتائج: توصل البحث الى العديد من النتائج، منها النضج التكنولوجي الذي أوصل العديد من الشركات الخاصة للتحكم في القرار السياسي لبعض الدول، فضلاً عن ظهور مأزق أمني جديد يستهدف البنى التحتية للدول دون القدرة على تحمل المسؤولية، كما وطرح مفهوم السيادة الرقمية وأثره في بنك المعلومات الوطنية للدول وما ينتج عنه من تبعية رقمية تؤثر على سيادة الدولة.


الخلاصة: أظهرت شركة سبيس إكس القدرة على تفعيل وتعطيل الانترنت في الاماكن التي تستهدفها مستغلة بذلك الاعتماد الكلي على بُناها التحتية في توفير مصادر الانترنت وغياب التشريعات الدولية التي تنظم عمل الاقمار الاصطناعية، وبالتالي استطاعت تحويل منظومة الانترنت من وسيلة لربط المدنيين في اماكن الصراعات والاحتجاجات الى وسيلة للربط العسكري وتوجيه الطائرات المسيرة وتنسيق الضربات العسكرية، فاتحةً بذلك المجال أمام جبهة صراع جديدة تحمل في طياتها خطورة التبعية التقنية، والمخاطر الامنية السيبرانية.
