فكرة البحث: يتناول هذا البحث كيفية إعادة تشكيل الذكاء الاصطناعي (AI) لبنية وممارسة القوة الناعمة، من خلال تحليل مقارن بين الولايات المتحدة والصين والاتحاد الأوروبي. ويجادل بأن الذكاء الاصطناعي لم يعد مجرد أصل تكنولوجي أو اقتصادي، بل أصبح قدرة استراتيجية لتشكيل التفضيلات، وإدارة التصورات، وتعزيز القيم، وخلق تبعيات رقمية.
الهدف: يهدف البحث إلى دراسة كيفية توظيف هذه القوى الكبرى الثلاث للذكاء الاصطناعي في تعزيز قوتها الناعمة، وتحديد الآليات الرئيسة التي يولّد من خلالها الذكاء الاصطناعي تأثيرًا تكنولوجيًا وثقافيًا ومعياريًا.
المنهجية: يعتمد البحث على منهج تحليلي-مقارن، وعلى أسلوب دراسة الحالة، مستندًا إلى الأدبيات المتخصصة، والوثائق الرسمية، والتقارير ذات الصلة.
النتائج: تُظهر النتائج أن الولايات المتحدة تستثمر شركاتها التكنولوجية، ومنصاتها الرقمية، ونماذج الذكاء الاصطناعي المتقدمة، وأشباه الموصلات، والبنية التحتية الحاسوبية لتوسيع نفوذها الثقافي والمؤسسي، ودمج الشركاء في منظومة رقمية تتمحور حولها. أما الصين، فتدمج الذكاء الاصطناعي مع القوة الخطابية، وطريق الحرير الرقمي، وتصدير البنى التحتية والمنصات، ومعايير السيادة السيبرانية لتعزيز مدى نموذجها التنموي والحكومي. بينما يمارس الاتحاد الأوروبي أساسًا قوة معيارية عبر ما يُعرف بـ “أثر بروكسل”، من خلال تحويل التنظيمات القائمة على الحقوق والمخاطر إلى معايير دولية، مع السعي لتحقيق السيادة الرقمية والتنافسية التكنولوجية.
الخلاصة: تعمل القوة الناعمة المدعومة بالذكاء الاصطناعي عبر جاذبية التكنولوجيا، والسيطرة على البنى التحتية الرقمية وتدفقات المعلومات، والقدرة على وضع القواعد والمعايير. غير أن فعاليتها تعتمد على الثقة والشرعية والقدرة على التخفيف من المخاطر الرقمية.
