فكرة البحث: تنطلق الفكرة من التوجه العالمي والمحلي نحو تبني معايير الاستدامة (ESG) وما رافقه من بروز ظاهرة "الغسيل الأخضر" وتضليل أصحاب المصالح عبر إفصاحات غير دقيقة، مما يبرز أهمية الدور الرقابي لمراقب الحسابات كحاجز صد لتدقيق المعلومات غير المالية وضبط جودة الإفصاح.
الهدف: استطلاع آراء مراقبي الحسابات حول دورهم المهني والرقابي بكشف والحد من الغسيل الأخضر ضمن تقارير (ESG)، وتحديد المعوقات التي تواجههم.
المنهجية: اعتمد البحث المنهج الوصفي التحليلي عبر استبيان وزع على عينة من مراقبي الحسابات بمكاتب التدقيق المجازة وديوان الرقابة المالية، حيث وزعت (60) استمارة واستردت (51) صالحة بنسبة استجابة (85%)
النتائج: أظهرت النتائج أن مراقب الحسابات يلعب دوراً محورياً بالحد من التضليل البيئي عبر التحقق من البيانات غير المالية، غير أن دوره يصطدم بنقص المعايير التشريعية المحلية، وفجوة التأهيل التقني، مع تأييد كبير لتبني معايير التأكيد الدولية (مثل ISAE 3000).)
الخلاصة: خلص البحث لضرورة الانتقال من التدقيق التقليدي لتدقيق الاستدامة لحماية الاقتصاد، وأوصى بتحديث الأطر المهنية بالعراق لتتضمن متطلبات تدقيق تقارير (ESG)، وتنظيم برامج تدريبية لرفع كفاءة المراقبين بكشف الغسيل الأخضر.
