الملخص

فكرة البحث: تتمحور فكرة البحث حول الدور الفاعل لبعثة الامم المتحدة يونامي مجال اعادة استقرار العراق من خلال مراقبة انتهاكات حقوق الانسان وتقديم التوصيات للسلطات المختصة ودعم بناء قدرات المؤسسات.


هدف البحث: يهدف البحث الى التعرف على بعثة الامم المتحدة لمساعدة العراق يونامي ودورها في تعزيز حقوق الانسان في العراق من خلال اعادة النازحين داخليا ومن خلال دعم الفئات الهشة فيه.


منهجية البحث: تم اعتماد المنهج الوصفي بوصفه واقع حال البعثة واعمالها واثرها على حقوق الانسان وايضا تم الاعتماد على المنهج التحليلي لتحليل النصوص القانونية والقرارات الاممية والاوضاع والاعمال التي قامت بها البعثة موضع الدراسة


النتائج: أثبتت الدراسة أن يونامي لعبت دوراً محورياً في إعادة الاستقرار للعراق، من خلال الجمع بين المهام الإنسانية والتنموية والداعمة للاستقرار السياسي والاجتماعي. وفي مجال الدعم الإنمائي والإنساني، تبين أن البعثة كانت حلقة الوصل بين الحكومة العراقية ووكالات الأمم المتحدة المتخصصة.


الخلاصة: خلص البحث إلى أن يونامي أسهمت بشكل فاعل في ربط البعد الإنساني بالبعد التنموي، وعززت فرص الاستقرار السياسي والاجتماعي، رغم التحديات المرتبطة بضعف التنسيق أحياناً وقلة الموارد. مما يستدعي ضرورة تعزيز التعاون المؤسسي بين الحكومة العراقية والبعثة.
