Political Change in Syria and Its Implications for Turkish Foreign Policy Orientations after 2024

Abstract

Research Idea: This research examines the radical shift in Turkish foreign policy toward Syria after 2011, tracing its movement from the “zero problems” policy to direct military intervention in response to evolving geostrategic and security imperatives.


Objective: The research aims to trace the main stages of this transformation and explain the variables that shaped it, as each stage was influenced by a distinct combination of domestic, regional, and international factors.


Methodology: The research employs a systems analysis approach to identify the major stages through which Turkish foreign policy toward Syria has evolved since 2011 and to examine its principal drivers following the political change in Syria.


Results: The findings show that Turkish decision-making has been closely linked to vital security and economic interests and has been directly shaped by the geostrategic dimension and the repercussions of political change in Syria.


Conclusion: Syria constitutes a central pillar of Turkey’s Middle East policy. Turkish policy toward Syria has been characterized by flexibility and an ability to respond to complex regional and international developments.
